Red in the Shed

I can't seem to get my 1946 H, mag system w/ 6v, timed right. There are two indicator marks on the front fan belt pulley can anyone tell me if these are timing marks. If so, what is the best timing for the H or degree before or after TDC. The pulley rotates clockwise, facing front of engine, would the first mark be TDC?

I have pulled some of what little hair I still have left trying to figure out.Any help you guys would have will be much welcome. Thanks!
