Yes, a muffler will increase the back pressure. A hydraulilc engineer would say it increases the "head". Turbines need to discharge to atmospheric pressure as soon as possible. This gives them a higher "Delta P" so that they can do more work when coupled to a compressor or other device.

Turbos extract wasted energy from the exhaust. They also scramble the exhaust pulses, or pressure waves, so that mufflers are not usually required.

I have turbos in three trucks. The mufflers have all "fallen off". I have never failed to get an inspection sticker on any of them.
