Obviously the system is not charging. You need to determine if the problem is in the regulator or in the generator. Do the following...check the water in the battery...check for obvious wiring damage.....make sure fan belt is tight ....run engine at medium speed and jumper from the regulator base to a good ground, if it starts working the ground on the regulator is not good...jumper with the engine running medium speed from the regulator terminal marked ARM/GEN to the regulator terminal marked BAT, if charging increases replace regulator.....connect a wire from FLD terminal on regulator to a good ground and run engine at medium speed, if charging increases replace regulator, if charging does not increase remove generator and take it to a rebuilder for further checking. At the test points where indicated to replace the regulator try to salvage the old one by removing the cover and filing the oxidation on the points.
