It could be two things , one is that the suction tube has a small hole in it or the seal between the T/A housing is sucking air , One cheep fix is put 5 gal more High Tran in and run it over full , If you have a loader on this tractor it can happen when the loader is all the way up.or when you go down hill and the over fill will stop this on both ends.
