In the bottom of the multiple control valve, the block the filter is attached to, there is a flow divider valve. If you remove the hex plug, about 1 1/8 wrench, the valve and spring should push itself out. Often it sticks thus shutting off the flow to the steering. If it is stuck, sometimes you can blow it out. Put a bucket under the valve and start the engine. Be carefull! It will shoot a lot of oil if it comes out, be ready to shut off the tractor. If it still won't come out, I have used a thread tap to remove the stuck valve. Gently tap it into the end of the valve and try to work it out. If the bore is damaged, I have used a brake cylinder hone to smooth the bore up. Most of the valves that I have seen stuck have done so because the customer installed the filter bypass screen on the wrong side of the filter. When this happens, you have no filtering at all allowing all debris to enter
