Are the pluggs wet or dry when you take them out? If dry then no fuel is the problem. Are the valves opening AND closing. If the intake valve(s)don't open no fuel gets in but if you have stuck exhaust vaves stuck open or some other vacuum leak (head gasket) you won't take in fuel either. Also, you let air in when you take out the pluggs to "prime" the cylendars. Maybe your air intake system is plugged. Is this tractor being started for the first time in a long time or did this problem arise during normal use? Critters like to build nests in things over the winter. Gas goes stale and gets water in it also, maybe you need to drain and refill the gas tank. Oh, and the other are right, the float/needle valve thing can be very tricky. Good luck. Dave.
