140 Timing and plugs?

My 140 starts great but has the power of an anemic lawn tractor. Tomorrow is tuneup day. Anyone have the timing for an IH 140? I am familiar with setting the timing using a strobe, but I am not sure what is meant by "static". I would prefer to set with a strobe. I also noticed that AC had 3 plugs to choose from. C86 for normal use, C83 or C82 for light use. Can you actually tell any difference in these plugs? I assume the point gap is .020 like so many other models. Thanks in advance.
