Most likely, you have the radiator over-filled. Go ahead and run the tractor and allow it to overflow. Just keep an eye on the level. Most cubs will find their own level for coolant, usually about 2" below the fill neck. When it finds it's level, it will stop over-flowing. As long as the level does not go below the top of the radiator core, it's OK.
