After 60 years your tractor might have a different head. I think that the 3#####R heads were used on later Hs with longer valve stems. Are your valve guides shot ? If they are okay, the valve adjusters were not maxxed out (at one end or the other), and the springs are not coil bound at full lift, new valves of the same length will work. If any of the above are the case, longer valves might work better. It will be hard to tell for sure. The geometry of the valves is not too critical except for the life of the valve guides. If the push rod or the valve is too long or too short, the rocker pushes the valve to one side, and that wears out the guides. Even at that, in these motors, everything is moving pretty slow.
