Super C Value

I have found a Super C model FC and i am in the proccess of purchasing it. I am wondering if $650.00 is too much for a tractor that has been setting without a hood in the weather for years, the entire tractor is coverd in rust. The exaust and air intake holes have been protected. The brakes are stuck. One of the back tires is flat but the other is new, both front tires are flat. I do not now the condition of the gears or the clutch. This tractor does have a 3 point hitch. The tractor does not start on it's own but i have been told that if you pull start it it will start. Any comments on weather or not i am getting a good deal or ripped off would be appreciated.
