F-20's are a real common tractor, alot produced, and alot of them in the condition you are talking about. I would say just over scrap should buy the partially parted out one. To put a specific amount on it would be tuff with scrap market going up and varying alot depending on area. The fixer upper one would be worth more because of the rear steel wheel's, and if the engine turnes over. No front wheel's is not really that big of deal unless you are going to want front steel. That is probably why they are gone. Somebody took front steel off and put them on another tractor. I would try to buy them as a pair for one money. About all I can say is they are worth atleast $500, maybe $750. How much more I don't know without seeing them, and not knowing scrap iron prices in your area.
