Carb parts mounting

Bought an overhaul package for the Zenith carburetor of my Farmall Super A. The package contains 20+ parts and for most parts it is obvious where they should be mounted. Included are two plastic foam washers (which fit on the throttle shaft and are approx. 1/16" thick). Where should these go? Another question I have concerns the seal that goes on the throttle shaft. Normally (in gear boxes and hydraulic cylinders) the lip of the seal faces the "pressure" side. So in those cases one always mounts seals with the lip facing inward. Does that imply that the lip of the seal on the throttle shaft should face outward? (Pressure outside carb is greater than pressure inside carb.) Your help will be greatly appreciated. Hendrik
