I agree with river bend. Check that brass bushing in the throttle shaft. it has 2 holes in it for vacuum passeges in the castng of the carb, and are directly for the idle circuit. the bushing, may have slipped in the bore and blocked the passeges. if that happens, it will run off of the main jet circuit and run rich. Here is a way to test it. idle it down, and lean out the carb with the main jet adjustment. if it smooths out, it is the bushing, or the carb is plugged up in the idle passages. The throttle shaft has a notch cut out in it, when it is idling, the passages are open to allow it to run on the idle side, when the rpm increases, the passages are shut down, and switched to the main load jet. in a way, the idle circuit on the H carb is an early form of a throttle position sensor. Even the idle rpm setting can mess this up too, hope this helps, ChadS
