The releif valve is what you have circled, it is hooked up ok, the releif valve when activated must dump back to reservoir. From the tee below the relief valve the hose should run to a remote valve (single, double or whatever it must be open center for IH) then return out of the valve to reservoir. The oil returning to these old "belly pumps" will backup and come out the breather. A better return is to gut the belly pump and use one of the three side ports. Leave the fill tube for just that and lengthen it if possible, being sure that it can vent the system.
