H Block drain and Rad. Vent plug question

I was rereading my Farmall H Manual. It says to drain the coolant out of the block drain and fill the radiator until water comes out of the vent plug (On the thermostat housing). I am sure that those plugs haven't ever been out. Should I try to get them out or will I be looking for trouble? If I should have to take them out, how should I do it? Maybe drill a hole through the centers? I DON'T want to use heat on the block , especially anywhere near the gas tank. Thanks!!
