Hard to say if it is worth $3800. Only you can answer that by thoroughly inspecting the tractor and evaluating it. Check it out closely, write down all that does not work or needs fixing. Try to locate parts starting with CASE IH and salvage dealers. The problem with the diff lock is likely in the pedal and can probably be fixed by removing the pedal, cleaning and lubricating it. The diff lock mechanism consists of a collar residing at the center of the differential. The collar locks the differential bull pinion shafts together when you press the diff lock pedal. An actuator shaft running thru the (right side) hollow bull pinion shaft is connnected to the collar and actuated by the diff lock pedal. Springs on the actuator shaft release the collar when the pedal is released. Any problem with the collar itself, or the actuator shaft it is attached to, or the release springs, requires a complete teardown of the differential. Remove the hydraulic housing, rear axle assemblies, bull gears, brake housings, brakes, bull pinion cages, differential. Then split the diff to get to the collar. The diff lock pedal has a ramp that pushes the actuator shaft in to lock the diff. The actuator shaft may have dimpled the ramp over time. If there is a deep dimple in the ramp you may need to weld it and smooth it off to make it work smooth. Good luck.
