I had an early super M years ago that had similar symptoms, it would start with the starter, but would not fire while the starter was spinning. This tractor had been switched to 12 volt, so the engine spun fast enough to continue spinning after releasing the start button, and then it would fire up and run. If I remember right, it had something to do with either an improper ignition coil, the wrong ballast resistor, or maybe a combination of both. I think I would try a different coil and maybe eliminate the external resistor.
