My best guess is that the gauges are for checking pump pressure on a fuel oil furnace. I use a similar, although simpler, system. The oily board gives me a clue here. Also in your tool box there are a couple of pullers that look like a primitive version of a puller I use now for removing the squirrel cage fan from the motor. Also it looks like there are a couple of wrenches in there that are about right for removing the nozzle.
