IH 2400 hitch stuck up

I have a 72 model 2400 utility, that has the same system as a 454. I keep having a problem with the rear hitch going up on its own and staying up. The tractor's control lever will not work when this happens and the tractor system is under pressure. I have three different mechanics look at it and no one has figured it out. Sometimes it will go down on its own after sitting for a while a work properly.
