If the tractor starts, runs, and otherwise operates normally (no black smoke or spark plug fouling), you don't need to rebuild. Just carefully locate and stop the dripping. If, in fact, the bowl is overflowing internally due to float valve problems, get a kit and just use the valve. A new valve and seat come in every H carb kit I've seen.
