i know when mine gave me trouble i couldn't find a kit,or something was wore out in the throttle body don't remember it's been so long,anyway the ih dealer told me of a guy in ohio i believe that rebuilds them with a new bowl assy you send yours and he sends you back the rebuilt one but i think he wanted like 350.00 ,what i did was took a carb off an old cj2a willys jeep.bolted right up and works great the only problem is it stands taller and you either have to run without the hood or cut a notch in it for the aircleaner hose.as for it getting full of oil.i'd check the hyd fluid to see if it's dropping otherwise it would have to be water.
