Greg-- the belt is adjusted by the water pump pully. There is one or two set screws that you can locate on the pully. Loosen the set screws and turn the outside flange of the pully. You have to do this to remove, replace or adjust the belt. In other words, the front half of the water pump pully is threaded to the rear half. Look at the front of the pully and you can see the threads.
