Dale, You said you tried to set it as the manual said. What manual are you speaking of? On the bottom of the governor there is an acorn shaped nut that covers the "bumper spring" adjustment screw. If you can turn this spring "in" a little, to tighten the spring, it might solve your problem. The bumper spring is located at a "low point" that over the years could collect moisture and cause the spring to rust, or it could be broken. The spring "is available" and I got mine from Carter & Gruenewald for about 3 bucks or you could try to clean yours up. Of course, there are several other things that can cause your problem. How much wear in your linkage to the carb? etc. Hope this helps ! Gary
