Your best bet is to purchase both gaskets. The oil pump cover gasket is literally paper thin. If you make your own and it is too thick, the oil pump will not develop full pressure. Both gaskets are inexpensive and readily available at your C-IH dealer or by mail order (Carter & Grunenwald, etc). For priming the pump just dump several tablespoons of fresh motor oil into the pump inlet before installing the pickup float. Then turn the pump shaft a few revolutions to spread the oil around before remounting the pump.
