As far as I understand it, there were three "levels" of upgrade avbailable, all involving the same parts. The "level" just depended on who did the changeover. I understand that the factory was involved in changing the remaining 12's they had on the line when the 14 was introduced. Later, the 14 upgrade parts (steering post, governor spring, seat) were made avalable as a dealer kit. Both the factory and the dealer kits recieved new tags. Finally, all the above could be purchased by the owner and done at home or in the field, and a serial tag would not be issued. That's about as far as I thought about it. -Z-
