H generator problem

Got my generator back from the shop today. They put a new regulator on and changed it to a one wire system. Now it charges but at low RPM's the amp needle spikes to 20 and back to 0 several times a minute. At higher RPM's its not so bad but still moves from 0 to 10 or 20. Whats going on???
