The first thing to do would be to remove the hub and lifting mechanism from the plow and clean it good. That hub is probably full of dirt, old hard grease, and who knows what else might be in there. Another thing, sometimes that land wheel just needs a little more traction, you might try installing a tire chain on that tire, it's an old trick that lots of farmers had to use.
