The other thing is to check parking brake to see if it will hold. If it will not hold then someone has driven the tractor with the parking brake on and there will be bits of parking brake lining in the hydraulic system.

I would not worry about engine, if it was not abused it should run 10,000 hrs easily.

A good 684D here in Canada will go for close $10,000 CDN.

Here is IH 574 for $6,900 CDN.
