With a 12 volt conversion using an alternator, 25 amps output could be o k with a discharged or weak battery. How long in minutes or hours have you operated the engine with this steady output? The amp gauge does go to 0 when the engine is off, doesn't it? When you first start the engine does the amp gauge go even higher for a brief period? Is the battery case getting hot?
