I agree with what Chad has said. Those old thermosyphon systems were designed to provide adequate cooling on these old tractors. A good flushing of the block and radiator may be in order. It is also possible for crud to settle in the lower radiator hose and cause constriction of flow. Even look at the obivious such as flushing the dirt and dust out of the cooling fins on the outside of the radiator.
