Ronnie - Constant reading of 25 amps is too high! With a good, fully charged battery, ammeter should show only 2 or 3 amps after the tractor has run a few minutes. Sounds like either the regulator is not working, or (possibly) the battery is about to fail. If you've got an accurate DC voltmeter, stick it across the battery terminals with the engine running at full speed. Suspect a bad regulator if the voltage reads higher than 15.0 volts. 14.0 volts or less says you've probably got a failing battery.
