It's all part of the master plan to whoop on the USA and grow China. China is making most of everything these days and if it takes oil or whatever they only put an ounce or two in. That way the buyers in the USA has to fill em all up. Now that means USA has to import a lot more oil. The countries that sell oil can now buy more China crap. It's a good thing for China. Keep buying.
