There are several things to look at.
1. (up by the gagues) Is the half moon key in the steering shaft, is the key or keyways worn, is the shaft diameter worn where the u-joint clamps on, is the bolt tight that clamps the u-joint to the shaft and is the u-joint worn out?

2.When the steering shaft is turned right and left does it move in and out where it enters the bolster? If it does try tightening the plug on the front of the bolster and the castle nut on the end of the steering shaft under the plug. If these are tight the bearing may be worn. I priced a new one from IH and they wanted over $60. I think a #203 (one for the front of a delco alternator)will fit but is not a thrust type bearing. Don't know how long it would last.

3.The gear on the steering shaft or the bolster shaft could be worn. If you have a full circle gear on the bolster shaft it can be turned half a turn if it hasn't already been done.

4.The top and bottom bushings in the bolster might need replacing, the bolster shaft itself may need to be fixed or replaced.

5. Check the wheel bearings for tightness,tires for correct pressure and size(is one smaller than the other or is one worn a lot more than the other).

6. You can put a wedge plate between the bolster shaft and where the front axel bolts on if you can find one in a salvage yard. Don't know if anyone makes new ones anymore, it tilts the wheels back a few degrees and makes it track better.
