Belly pump problems on my H

Got my H all back toghether this morning,put the three point from my M on,check the hyraulic fluid and decided to change it.FIlled it up to full on the dipstick that was in there,could be the wrong one though,I think I put in about 3.5 quarts,maybe a little more.I started it up and checked for leaks and found none.I raised the three point several times and seemed ok.I attached my bushhog to the tractor and pulled the rod back and it came up but slowly like the fluid was low,but it did come all the way up,so I went back and added the rest of the oil fromn the container and it seemed to work fine from that point on.I heaed to the feild when I noticed oil leaking very bad from the pump area and upon inspection it looked as if the seal was bad.After doing some more checking I found the hole in the cap on the belly pump was clogged.My question is,is this hole suppose to be there as it looks like it was stopped up on purpose wit hgasket sealer or something.I dont have the belly pump on my Ms to go by on the cap so any help would be appreciated.
