IH 240-U Carb Problems

I have a Zenith-Bendix carb on a mid 60's IH 240 Utility tractor, with a C123 engine. When I got the tractor a year ago it was running. For some reason, none of the plugs seem like they are getting any gas when I try to start it.I did put a new carb kit in it, being very careful to set things back the way they were (ie number of turns on needle valves and seats, etc). I am not a carb person, and no absolutely nothing about updraft carburetors. If anyone has got any ideas I'd be happy to hear them. Unfortunately I can't afford 200 dollars for a rebuilt carb.
