I recently brought a 1937 D-7 diesel Cat back from dead and had the same problem. What we did was to overadjust the steering clutch levers to allow more release of the clutches and then put her in gear and pull the lever and ride the track brake. When it finally broke loose I slipped the hell out of them for a bit to help shine them up and then I readjusted the lever to the book specks. We had to adjust them up quite a ways before they broke loose. LOL
