Generator on H

The H I bought last summer appears to not charge. No positive ammeter readings when running. The ammeter does show a discharge when I turn the lights on. Looking at the generator/regulator, I am puzzled that there is nothing connected to the "F" terminal of either. Shouldn't they be connected? I didn't attempt a jumper yet, but does anyone know why they might not be wired together?
