Still sounds like the starter is spinning the motor too slow. Especially if it won't restart when the motor's hot. Don't know what engine you've got but a typical tractor diesel has gotta be spun at 150 - 180 RPM in order to start.

Another possibility is low compression due to worn valves. While they may not be leaking, the valves may have worn and recessed into their seats enough to increase the chamber volume, thus lowering compression and causing hard starting.
