Disconnect the fuel return line from the injection pump, including remove the fitting from the pump and try to start it. If it starts OK while spilling the return fuel, your return line is plugged, likely with a piece of the the plastic elastomeric ring from the injection pump governor. Repairs for this cost as little as $35.00 for parts, and whatever the labor charge is, up to the cost of a new pump, if other damage is found after pump disassembly. If it is just the pump ring, you may be able to find a mechanic who will just replace that, without the high diesel injection pump price for a complete overhaul. Check also, for a free flow of fuel through the filters up to the transfer pump inlet on the injection pump. Clogged fuel filters, or a piece of crud in the fitting at the bottom of the tank can cause grief, too, as well as water in the fuel.
