Although I have never fiddled with that device on our 460, what I believe you are describing is the adjustment for the overall depth or 'levelness' of the fast hitch arms. What this does is select a higher or lower plane for the fast hitch arms and is used for selecting overall plow depth. Again, I don't quite know the specifics, but let's say you have the adjustment for the highest level. If you lower the plows into the ground, the uniform depth from the front plow bottom to the rear might be, say, four inches. If you want to plow deeper, simply lowering the fast hitch arms will not achieve a uniform plow depth--the rearward-most bottom will be running deeper than the front bottom. This device allow you to lower the entire fast hitch in order to keep thing on a flat plane. This was necessary because of the two-point nature of the fast hitch. On a three point, the levelness was achieved by adjusting the top link. I reserve this caveat: as soon as I think I know something, I get my lunch handed to me.
