Garrison – The pivot shaft seal comes out thru the bottom. The bushing will go out either top or bottom. Best way I’ve found to remove it is with a sharp chisel and cut downward thru the bushing shell. After you’ve cut down 1” or so you can get behind the shell with a narrow chisel or screwdriver and collapse the bushing, The collapsed shell can then easily be pulled out. Once the bushing is out the seal below is easily knocked out with a long screwdriver. Before installing the new bushing, clean the cast iron bore thoroughly (wire brush or steel wool) then give it a light coat of grease. Place a block of wood on top of the new bushing shell - it should then tap in easily. Note: The new seal is a stinker to install due to it’s cramped location up inside the casting. I wound up turning a wood scrap on the lathe to make a ‘tool’ to reach up and push the seal into place.

On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
