Possible mis-drilling of H Carburetor

I've got a gas-only 1947 H with a carburetor marked 45108-DB. It's been running rough and lately has been acting like it's got a fuel-starvation problem (need to run it almost all the way choked to keep it going). I took it apart to see if anything was plugged - my first view of a carb of this type and something doesn't look right. The upper seat of the discharge nozzle - where the upper part of the nozzle sits on the carb body - has a dimple that looks like someone started to misdrill a hole right next to the slanted hole the discharge nozzle fits through. The dimple intersects with the hole the nozzle fits into so there's a chance that I've got some bleeding through under the seat. Does anyone have a similar carb apart or who can tell me, is this normal? Or is there supposed to be an unbroken flat 1/16" ring around the seat of the nozzle where that upper gasket sits? If this is something I need to correct, what material would you use to seal the rim of the nozzle seat? The gap that's there must be around 1/64". Thanks.
