My carb used to frost unitl I rebuilt the carb. My carb was leaking internally. You will want to check the throttle shaft wear and make sure you don't have any internal leaks. I never did get my carb straightened out and ended up getting a carb from a nice guy in Nebraska. That solved all my problems. Even with good spark and a sorted out carb my skips a little when advanced. Once i put it under a load, the tractor straightens up an runs smoothly. I have come to the conclusion that this is the nature of the beast. Not bad for 1930's technology when you look at it that way.
