I have changed an outer bearing without removing the housing. After taking the wheel off, my bearing was also going to pieces, so I just fished out what I could and then shined up the axel with a strip of oxide paper. I think I must have heated the inside race until I could slide it off. I know I stuffed rags inside the housing and then carefully cut the outer race in a couple places with the torch. I finished it with punch and hammer and removed the pieces. Slid new bearing in and was done.
