Lighting in square top fenders

Hello,
I purchased four rear bolt mount tractor lamps to use in the square top IH fenders which I have mounted on my 560D. The mounting hole is larger than the washer which came with the lights. It almost looks like there must have been a 2 inch or larger cup shaped washer which may have been used on the nut side of the mounting bolt. Am I correct and if so, might anyone have four of these?
