Farmall M-Trouble starting

Unable to get Farmall M started. Had carburetor rebuilt (twice, by 2 different sources). Gas is getting to the carburetor, but gas is not filling up the carburetor, as when you open the drain plug, nothing comes out. I assume that a vacuum pressure is supposed to pull the gas through the governor to the engine. This is not happening. HELP!
