Strange addition to front wheels of C...

I got down and inspected my wheels today, I think Ill be able to save them, a little bending and they'll be fine, plus it has brand new tires up front. Anyways, There is a little arm attached to the lower part of the turning bolster thing. just under the frame, above the tires. Its bent around facing the rear, and it has a hole in it, what is this for? Also, on the center cluster, there is a little thing on top that has 2 little arms on it, looks like ropes should be tied to them or something, it all looks original. OBTW, it at some point in its abused life had a planter or something on it, because the brake drums have little things on them that have cogs on them, for driving a chain or something? Thanks!
