If you replaced the filter and the fluid is full you could be sucking air around the suction tube. Not sure on the 464's but my 460 has an o-ring/gasket that goes on the inlet/suction tube of the pump. You would have to pull the pump and replace this. If you are sucking air your fluid will not be clear but will have a milky/tan color from the air that is being infused into the fluid. Hope this helps and good luck.
