You might take the carburator off if you decide to sandblast. And it's not what your friend wants to do, it's what you want to do. YOU own the tractor. I would NEVER let a friend tell me what to do on my tractor.
I like to spray tractors down with Easy-Off oven cleaner (cheap stuff doesn't work) and power wash it off. Then I put a brush on an angle grinder and run it over the tractor.
To get the steering shaft out, take the cap off the pedestal, probably with a large cresent or pipe wrench. After you disconnect it from by the gauges at the u-joint, it should turn out. Good luck.
