Originally, when the pulley was actually being used with a belt, the pulley and belt would have been treated with some kind of rosin, or belt dressing. This was done basically to make everything a bit sticky and prevent the belt from slipping, over time, this stuff would build up pretty thick, creating a good protective coating on the pulley, but it looks ugly. I have seen a few of these with a coat of varnish, or maybe polyurethane? They also look very good with just a coat of paint on them. I prefer black myself.
